The Great British Insulation Scheme is a new government scheme to help people insulate their homes, make them more energy efficient and save money on their energy bills. The scheme launched in the summer of 2023 and will run until March 2026.

Previously known as ECO+ the £1 billion scheme will help around 300,000 households across the country with the cost of installing new home insulation, and will save homeowners and private tenants around £300 to £400 a year on their bills.

The scheme will boost help for those on the lowest incomes, as well as extending support to a wider range of households living in the least energy-efficient homes in the country (those with an Energy Performance Certificate rating of D or below) and in the lower Council Tax bands (A-D and England, A-E in Scotland and Wales). This means more people than ever, particularly those struggling with their bills, will be able get help with the cost of making their home more energy efficient. Making our homes more energy efficient is the best way of cutting household energy use and reducing heating bills.

The scheme works by obligating energy suppliers to help customers to reduce their heating bills, through the installation of energy efficiency measures such as loft and cavity wall insulation. The cost of this may be covered in full through the scheme, or you may be offered the insulation for a contribution, depending on the measure and any property issues.

Since it began in 2013, the Energy Company Obligation (ECO) has delivered around 3.5 million measures in around 2.4 million properties. Around 9% of households in Great Britain have had an ECO measure installed. The current iteration, ECO4, is expected to deliver energy efficiency measures to an estimated 450,000 low-income and vulnerable households.

The Great British Insulation Scheme is expected to help a further 300,000 homeowners and private tenants living in the country’s least energy efficient homes.

If the applicant’s home is eligible they may receive a single insulation measure but in some cases may be asked to make a small contribution towards the cost.

The government is expected to make up to £1 billion pounds available for the Great British Insulation Scheme over three years from April 2023 to March 2026.

The Great British Insulation Scheme is expected to start in April 2023 and should cover energy efficiency measures for more than 300,000 homes.  The fund will be managed by energy suppliers just as the Affordable Warmth Scheme is.

Your home must have an EPC (Energy Performance Certificate) rating of D, E, F or G.  You can find the EPC rating for your home HERE if you live in England or Wales and HERE if you live in Scotland.

AND…

Great British Insulation Scheme grants are available to owner occupiers in homes where the council tax band is A to D in England or A to E in Wales and Scotland.

However, if you receive one of the following qualifying benefits, the council tax band for your home is irrelevant:

  • Pension Credit – Guarantee Credit
  • Pension Credit – Savings Credit
  • Universal Credit
  • Child Tax Credit
  • Working Tax Credit
  • Income Support
  • Income-Related Employment and Support Allowance (ESA)
  • Income-Based Job Seeker’s Allowance (JSA)
  • Child Benefit (subject to household income thresholds)
  • Housing Benefit

To qualify for Great British Insulation Scheme Grants, either you or someone living permanently with you, must receive at least one of the following State Benefits, Tax Credits or Other Allowances:

  • Income Support
